Not to obtain the licence. But to skipper a sailing vessel, yes — without it your licence covers motor only. If you plan to sail, it's compulsory in practice.

No. The sail endorsement exists for the PNB, PER, Patrón de Yate and Capitán de Yate. It can't be added to the Basic Boat Licence.
